Distant, but the most technologically refined market
The Netherlands is the geographically most distant cross-border market we actively track, but technologically the most refined in the DACH+V4+Benelux group — Eindhoven Brainport (ASML, Philips, NXP, VDL), Rotterdam petrochemical complex (the largest in the EU), Amsterdam data centre hub (the largest internet exchange AMS-IX in Europe). For an integrator with mature ambitions, NL is a strategic target.
The NL locale is on our website (nl/), so the formal coverage is there. Delivered projects in NL we don't yet have — we're actively looking for the first client via serious pre-engagement consultations.
Regulatory framework
The Dutch electrical installation standard is **NEN 1010** (parallel to HD 60364 — safety requirements for low-voltage installations) and **NEN 3140** (for operational safety in the use and inspection of electrical equipment — parallel to DGUV V3 in Germany or Decree 508/2009 in Slovakia).
For building decisions **Bouwbesluit 2012** applies (the technical building decree) and from 1 January 2024 the new **Omgevingswet** framework (the Environment Act) — combining 26 older laws into a single comprehensive regime for building, planning and environmental proceedings.
For occupational safety **Arbeidsomstandighedenwet (Arbowet)** plus **Arbobesluit**. For ATEX zones the Dutch transposition of Directive 2014/34/EU via Warenwetbesluit explosieveilig materieel.
Posted Workers — WagwEU process
The Dutch posted-worker process is relatively modern and digital — WagwEU (Wet arbeidsvoorwaarden gedetacheerde werknemers in de Europese Unie) from 2020. A Slovak supplier needs: A1 from Slovak Social Insurance, notification via the SVB (Sociale Verzekeringsbank) WagwEU portal at least 5 working days before start, and in the construction sector registration in the PB (Polishing Bureau) — marginal for us.
The Dutch minimum wage is €14.06/h (from 1 July 2024, the highest in the EU after Luxembourg), which has to be reflected in cross-border-delivery calculations. For skilled work, KOLD parallels apply via CAO (Collectieve Arbeidsovereenkomst) sectoral agreements.
VAT reverse charge under § 12 of the OB Act, we issue invoices without VAT marked "BTW verlegd" (VAT shifted) or "VAT reverse-charged".
Dutch industrial clusters
**Eindhoven Brainport** — the strongest high-tech cluster in Europe. ASML Veldhoven (the only manufacturer of EUV lithography machines for semiconductor production — global monopoly), Philips Eindhoven (medical technology + lighting), NXP Eindhoven (automotive and IoT semis), VDL Nedcar Born (contract manufacturing for BMW, MINI), DAF Trucks Eindhoven. For us this cluster is relevant through ESD control, cleanroom protocols, and special machines for semi assembly.
**Rotterdam Industrial Cluster** — Shell Pernis (the largest refinery in Europe), ExxonMobil Botlek, BP Refining, ENECO (formerly). Petrochemical complex with full ATEX geography in zones 0/1/2 (gases) and 20/21/22 (dust). For an integrator it's a world similar to Slovnaft in Bratislava, only an order of magnitude larger.
**Amsterdam data centre hub** — Equinix AM1-AM7, NTT AMS1-AMS6, Interxion AMS, Iron Mountain. Together with AMS-IX (the largest internet exchange in Europe), Amsterdam is a top-3 global data centre hub (alongside Ashkelon in Israel and Ashburn in US-Virginia). For data-centre-oriented work (cooling design, fibre backbone, DCIM) AMS is a strategic target.
**Groningen gas cluster** — historically the EU's largest natural gas production (Groningen field), in the current decade gradually closing due to sedimentary seismicity. Interesting to an integrator through energy transformation — hydrogen electrolysers, biomass cogeneration, offshore wind power. For these domains a new segment of cross-border supplier work is opening up.
**Heerlen/Maastricht** (Limburg) — Sabic Geleen petrochemicals + Q-Park International parking infrastructure HQ + DSM Sittard special materials. Geographically the closest NL client to DACH (Aachen 30 km, Liège 30 km), so for a Slovak supplier with German experience this is a natural entry point.
Our commuting relationship
The Netherlands isn't realistically a bus or car market — 14 hours' drive via DE or Belgium. For NL projects we work by air via AMS Schiphol (from KSC direct flights of about 2.5 hours) or via VIE → AMS. For southern districts (Limburg) a route via DE motorways with an overnight is also realistic.
For most NL contracts we work as standard with accommodation for 1 to 4 weeks plus regular team travel.
Where we're opening up in the Netherlands
Amsterdam data centre infrastructure — we have verifiable work from Bucharest (`edge-datacenter-telco`) and Cluj-Napoca (`ai-cluster-research-lab`), directly transferable to the AMS hub. Cooling design, fibre backbone, DCIM via EcoStruxure IT.
Eindhoven Brainport supplier orbit — for Sondermaschinenbau and robotic-cell integration, space opens through the ASML supplier chain and VDL Nedcar Born (Mini contract manufacturing). Target: first contract in 2026–2027.
Heerlen/Maastricht as a geographical bridge from DACH — for clients with operations in both DE and NL (a frequent combination in the Aachen-Maastricht zone), we can deliver uniformly via a DACH supplier contract.
What you shouldn't yet ask us about in the Netherlands
Rotterdam petrochemicals in the core process — long-standing Dutch suppliers with full ATEX certification in 0/1 zones are sought first. For peripheral work (administrative IT, maintenance outside the active zone) we're realistically deliverable.
Large building decisions (bouwprojecten) via Omgevingswet — primarily local Dutch firms with decades of procedural experience.
General deliveries for the government sphere (Rijkswaterstaat, ProRail, NS) — these require long pre-qualification via TenderNed and EU SUM ECP processes, which is currently outside our tender calendar.
