Constanța is Romania's gateway to the Black Sea — **the largest container port on the Black Sea**, entry point for offshore gas, and logistics hub for the whole **Black Sea industrial corridor** from Constanța via Galați to Brăila. For an integrator Constanța means an environment where ATEX-regulated petrochemicals, port logistics, the steel industry near Galați and the delta-region hinterland meet. From Prešov realistically **by air via Bucharest** (KSC → OTP → by car 3 h on the A2 motorway to Constanța), not by car — long-distance driving would be 12+ hours.
Port Constanța — the largest container port on the Black Sea
**Port Constanța** processed in 2024 about **75 million tonnes of goods** and **2 million TEU containers** — the largest port on the Black Sea and a top-10 port in the EU by volume. The port consists of **Constanța North** (containers, RoRo, dry bulk), **Constanța South** (containers and special terminal), and **Midia** + **Mangalia** (nodes for refineries and chemistry). For an integrator the port means an environment with **a high concentration of critical infrastructure** — port crane control systems (TOS — Terminal Operating Systems like Navis N4 or CyberLogitec), VTS (Vessel Traffic Service), gate automation via RFID/OCR, and fibre backbone across more than 1,000 hectares of area.
For us the port is interesting via our **Data Centres + Software/AI** pillar — port data centre capacity for TOS, fibre backbone for cameras and sensors across terminals, integration with **Custom Romania** (Romanian customs) via EDI. Realistically we're deliverable for smaller infrastructure extensions and brick-and-mortar IT zones in administrative buildings; core port automation goes via specialised maritime integrators like **Konecranes** or **Cargotec**.
Lukoil and OMV Petrom — petrochemicals around Constanța
**Lukoil Petrotel Ploiești** and **Petromidia Năvodari** (45 km north of Constanța) are the two largest oil refineries near Constanța. **OMV Petrom Marine Operations** operates **offshore gas platforms in the Black Sea** — notably **Lebăda Vest, Lebăda Est, Pescărus** in the Romanian EEZ. For an integrator refineries and offshore mean **ATEX zones** under HG 245/2016 (transposition of Directive 2014/34/EU), **SIL hazard analysis** under IEC 61511, and **API 670** for machine monitoring (Bently Nevada / GE Vibration platforms).
For us this is a specialised domain with strict regulatory framework. We're deliverable for **administrative IT and peripheral zones of refineries**, we have training under **STN EN 60079** (and analogously under the Romanian transposition), and can work in ATEX zones 1 and 2. For core petrochemical electrical installation and offshore platforms, primarily specialised Romanian firms with decades of offshore experience work.
Mittal Steel and Liberty Steel Galați — steel complex
**Liberty Steel Galați** (formerly ArcelorMittal Galați, acquired by Sanjeev Gupta's GFG Alliance in 2019, today under restructuring) is the largest steel mill around the Black Sea — **blast furnaces, coke plant, hot- and cold-rolling mills**. Geographically Galați is 250 km north of Constanța (3 hours by car), but within the Black Sea industrial corridor it's a logical follow-on client.
For an integrator Liberty Steel means a **metallurgical environment** — ATEX zones for coke plant, high-temperature zones in rolling mills (up to 800 °C around the rolling mill), and distinct regime for galvanising lines (acid environments). For us the same applies as for **U. S. Steel Košice** in Slovakia — for core metallurgical work specialised metallurgical integrators (like SES Tlmače or Koksopt) are primary, for administrative and IT infrastructure zones, ATEX zones 1/2, and smaller refit projects we're realistically deliverable.
Black Sea industrial corridor — broader geographic framework
Constanța isn't an isolated city — it's a **hub of the corridor** Constanța → Brăila → Galați. **Brăila** has shipyards (Damen Shipyards Brăila), **Galați** has Liberty Steel mill + Damen Shipyards Galați. For us this corridor is a logical extension — a project in Constanța can naturally extend into follow-on contracts in Brăila or Galați within the same A1 cycle.
Regulatory framework
For electrical installations **I7-2011** plus **NTE 007/08/00**. For building permits **Lege 50/1991**. For occupational safety **Codul Muncii (Legea 53/2003)** + **HG 1146/2006**. For ATEX zones **HG 245/2016**. For port and maritime infrastructure, on top of the Romanian framework, **IMO**-conformant standards and **Romanian Maritime Authority** regulation apply.
Our commuting relationship
Constanța is realistically reachable **by air via Bucharest** (KSC → OTP → 3 hours by **A2 Bucharest-Constanța motorway**) or directly via **CND Mihail Kogălniceanu airport** (Krakow → CND if there's a slot). For Constanța we work in the regime: **Bucharest office** handles administrative communication, **Slovak team** flies in for **multi-week on-site phases** with rotation. For port-side and refinery-side projects we often combine with visits to Mangalia, Năvodari, Galați within one cycle.
Cross-border regime
Standard regime for Romania — **ITM notification 30 days in advance** + **A1 from Slovak Social Insurance**. Bucharest team speaks Romanian, Slovak, English. For port and maritime environment, for offshore work additionally **STCW** (Standards of Training, Certification and Watchkeeping) certification applies for work on offshore platforms — this is the domain of specialised offshore firms; we don't deliver directly in this category.
Where it pays to come to us in Constanța
Port IT infrastructure and administrative zones — reachable via the Bucharest office plus on-site rotation. Petrochemicals (Lukoil, OMV Petrom refineries) — ATEX zones 1/2 deliverable, offshore platforms outside our reach. Black Sea steel corridor (Liberty Steel Galați) — administrative IT and ATEX zones 1/2 yes, core metallurgy via specialised metallurgical integrators.
Conclusion
Constanța is for us a target with high industrial value — the largest Black Sea port, ATEX-regulated petrochemicals, and the Black Sea industrial corridor across Constanța-Brăila-Galați. Our profile fits primarily administrative IT, ATEX zones 1/2, and peripheral production zones; for core port automation and offshore gas, specialised maritime and offshore integrators are sought first.
